It wouldn't let me post my actual post so ill post it here:

When i stream using monitor capture my monitors flash on and off every like 1 second and obs just shows black screen. It only happens with monitor capture. I am running on Windows Technical Preview if that makes a difference.
 
Getting the same here on Windows Technical Preview too.

Game captures work fine, as do Window Capture and Webcam, but flashes when trying to Monitor Capture.

I'm pretty sure this is an issue with the tech preview alone and not a hardware/compatibility issue outside of that. Having the same issues and did a little reading - most desktop capture programs do not seem to work with the preview - not just OBS/streaming software.
