Question / Help OBS streaming quality keeps dropping.

Hi there, so I am using OBS to stream to Twitch and have tried about every setting and I cannot get my stream quality to be good.
When nothing major is happening it is 720p quality but as soon as battles start happening(Path of Exile) or i get it into action(Black Ops 3) the quality becomes 480p(ish) and very pixelated.

Can anyone give me some advice as to what settings could improve my quality and it be consistent?

I updated my Internet so now my speeds are
Download:147.5Mbps
Upload: 10.5Mbps

It didn't make any changes to my stream quality. still looks 480p and pixelated when action packed stuff happens on screen.

Change your video bitrate to 3000.

You're only going to be able to fit so much into 2000kbit of video, and going higher will increase the likelihood of viewers buffering. You've basically done all you can.

I didnt want to change the bitrate to 3000 as everyone warns against doing that because viewers will buffer more. I did that now and the guy testing my stream said it didn't stutter so time will tell if it will work for most of my veiwers or not. Thanks.

My question is how are there streamers out there that can achieve a lot better quality with their bitrate at 1800 or 2000?
