Hi. When i start the stream, it laggs for the viewer. What would be the best settings that i can get to stream at a good quality? My upload speed is 247mbps and download speed 260mbps. Also, my cpu is intel i5 4460 3.2 ghz and video capture is AMD Radeon R9 WindForce 2x 2GB ddr5 256 bit.
 
Start with the Auto Config Wizard.
There is no "best" setting.
After that, do a test stream and post that log file in this thread, if there is a problem.
 
Two possible reasons, why your stream might lag for viewers:
1. your CPU is a bit too weak (9% lost frames)
2. 6000kbit/s upload might be too much for viewers with slow internet
 
So, what upload should i use?
If you got over 100 viewers on a regular basis, you don't need to choose a low bitrate to reach many viewers, as most of the time transcoding from Twitch will be offered to the viewers (the option to choose between source quality and lower quality versions).

If not, it depends on your viewers.
One of my regulars can view my stream up to ~4300kbit/s, until he gets buffering, so I chose 30fps with 3500kbit/s, although I have more than enough upload bandwidth on my end.
 
Try x264 preset ultrafast. It will look worse, but it will put less stress on the CPU.
As I said, you lost 9% of your stream frames due to overloading the CPU.
Reducing stream framerate to 30fps is also an option, to reduce CPU load.
