Question / Help OBS - Stream 'freezing' every 5 sec & game lagging [League of Legneds]

Hello,
I have recently attempted to start to streaming, however a lot of the people were complaining about how my stream laggs quite frequently. I have tried tweaking some setting a little but that didn't seem to help much.
My internet has an upload speed of 8-10Mb/s so i dont think that's the problem. Both my max bitrate and buffer size are set to 3000, could this be too much?
Which encoder should i use x264 or Nvidia NVENC for better performance?
When i play the game [League of Legends] it feels less smooth, while the game states constant 144fps. [My monitor is capable of displaing 144Hz]
For my cpu + gpu i have an intel i5 4690k @3.5GHz + gtx 970, so i dont think specs are my problem.
Any suggestions on making the stream buffer less, and getting the game to be running smooth while streaming. [The game runs perfectly smooth while not streaming].
Please let me know if i need to upload any particular screenshots!

x264 should be your encoder.

Post your OBS log.

If it's viewer side of the stream, you should probably reduce your bitrate and buffer to 2000

OBS log files are preferred over screenshots. Play at least five minutes of high action content and post that log file.

But it sounds to me like your bitrate is too high for your viewers. See if they complain about 2000 bitrate/buffer.

Also, x264 is far superior for streaming. NVEnc is only really good for recording to hard drive.

So not seeing any transmission problems and the duplicated frames are reasonable. I'd say its definitely a problem with too much bitrate for some of your viewers.

You're going to want to switch to 30fps and disable the razer software ingame functions.
The only razer software i'm using all the time is I believe my Razer Synapse. I don't really want to get rid of it as it allows me to create useful macros.

If you don't have partnership with twitch, you don't have the bitrate options available to you in order to be able to stream at 60.

Synapse is a known problem piece of software.
