Sounds more like a Windows issue rather than something with OBS.
Either way: Win key + cursor-up is used to maximize a program again.

I had the same idea last night before I went to bed.
Unfortunately when I tried it out now it didn't work. :(
OBS is brain dead right now with this problem.
I opened three or four other apps in addition to OBS.
I can Alt-Tab between all apps, but when I make the selection for which
one to display, only OBS does not show!
Similarly, with all the apps showing on the taskbar at the bottom of the screen,
I can highlight any of them. When I press the Windows key + cursor up on any app
except OBS, they will become maximized on the screen.
OBS is the ONLY app that refuses to become maximized!
Again to recap. Yesterday, with OBS running fine and maximized, I pressed the Windows key
and one of the arrow keys. I thought it was the left arrow, but it could have been the down arrow by mistake.
From that point on OBS has refused to become maximized.
The only thing I can do with the program is go to the far right of the task bar, click on the up arrow,
select OBS, right click on it and see the following choices:
Hide, Fullscreen Projector (Preview, Program), Start Streaming, Start Recording, Start Virtual Camera, Exit.
None of them brings OBS back on the screen (maximizes it).
