OBS starts in "red"

Hello,
Having an issue where when I start streaming, network indicator remains red and number of dropped frames totals around 65%. Packets are obviously dropped and audio drops out about every 2 seconds for a half second. The issue doesn't get resolved by reducing Kbps output, fps or reducing output to 720p from 1080p. Network test show that network speed are very good (850 down, 40 up). If OBS remains running for a long period of time (30 to 40 minutes) the issue eventually goes away. This is a semi-consistent issue. It will happen for about a week, then it somehow goes away for a while. I have compared log files from when the issue happens to a log file of when the issue does not appear. Although I see discrepancies, I am not a pro at reading the data and I am not convinced that I see any data that points to the issue. I'm wondering if anyone else can identify any data in the log file that indicates why this is happening. The bad log file is attached. Thank in advance for any information.

Big problem with internet.
Internet is many diffrents networks, if some connecting between two networks is broken - you see drop.
One connection can work properly other no.

Use WInMTR to check connection, you can see where is the problem (router).
