Question / Help OBS slowing down internet speeds?

Hello, recently while trying to stream using OBS and an Avermedia Extremecap U3 capture card I have found that my internet speeds tank as soon as OBS is opened with the capture card on the preview window. This happens before I have even pressed the streaming or record button at all, just by simply having OBS running it seems to slow down my internet speeds. Here I have provided two pictures of what my internet speeds look like before running OBS and one while OBS is running on my PC.
