Question / Help OBS skipping single frame every few seconds

For no reason, my OBS has just started to skip frames every 3 or so seconds. It's not a lot, maybe one or two, but I can't find a fix for this. My PC has been able stream for good while with no issues, and I can't figure out what's happening. It's not even when I'm exclusively streaming either. It shows up in my preview even when it's open and doing nothing but sitting there. I can look over and see the frame jump back for a split second.

CPU — Core i7-7700K
CPU Cooler — Corsair H110i

Don't run this webcam at 1080 resolution (unless you're a cam girl or something, you don't need that). Downscale it to 360p - 540p, or so.
