Question / Help OBS signal/green light flickers making stream lag/buffer.

My Stream seams to be working fine little low graphics but fine, When I look at my OBS no matter what bit rate I set it flickers from green to yellowish/orange and that makes my stream on twitch freez or lag/buffer at times and I'm confused because I think I've tried all setting possible any help ? :)
My Down is 30+ and Up is 15-20mb ( I've tried to change fms URL)

I have been having this issue also. It started 2 days ago. My speed is 60Mbps Down and 10Mbps up. Ive reinstalled OBS, Drivers, you name it I've done it. No matter what bitrate I use I get this problem. I tried OBS on my laptop as well and Still get this problem so I know its going to be the connection not my hardware. I have tried Hitbox and twitch servers so I know its not the servers I stream to. I have ended up calling Comcast as it has to be on their end. I have a technician is coming tomorrow. Hopefully it there Hardware.

The weird thing is when I use speedtest.net My connect I fine 10Mbps. However when I use Testmy.net which uploads an actually file to check my upload speed I only have a 2.2Mbps upload speed.
