Question / Help OBS Shows Stable Stream but Viewers Receiving Choppy Video

My CPU is maxed so I'm not sure what I can do with that. I'm capturing a PS4 feed using an AverMedia LG Extreme so there is no strain on the CPU besides OBS

Your capture card doesn't perform the encoding, your CPU does. If you go back and watch the VOD or a locally recorded video is it also choppy? Do you get a warning about high CPU usage while streaming/recording? Having a maxed out CPU is going to be a problem.
