Question / Help OBS Setup for a new Streamer!

Hello I am new to streaming and would like some advice as to what settings I should be running in OBS. I would like to stream some CS:GO and maybe some Diablo 3 or other games in the future. I might add that I'm from Australia so I don't have class A upload speeds.

Internet (from speedtest.net)
Down: 26mbps
Up: 1.2mbps

My PC:
i5 4670k @ 4.2
AMD 7870 BOOST
8GB RAM

Anyone have an idea of what settings to run in my case? =/

You'll have to use a lot of downscale to compensate for your lack of bandwidth. It's all your can really do. It'll have to be 30 fps too.
 
provided you're not running a bunch of programs in the background

downscale to 480p with lanczos filter and 30fps
stream at 800kbps with audio on 96
preset on either fast or medium
just watch your cpu usage while gaming and streaming, you want to keep the load under 85% and the preset will make huge jumps in cpu usage when going to a slower preset. your preset helps boost clarity within the video. slower = better.

this should give you as much clarity/quality as you can get.
i used to have 1.3mb upload, and at the time had a phenom II x6 streaming console. since the pc wasn't in use with anything else i had my preset on slowest and many people told me my stream looked better than partners with 720p :P
granted this was before twitches new layout and larger video box.

see if you cant upgrade to at least 3mb upload speed, at that point you should be able to run 2,500kbps 720p faster or fast preset (if you're pc gaming) a slower preset might be an option if you're streaming console.
