with your current hardware all you can do is hope that the gt 730 supports shadowplay which usually means you can use nvenc to stream if its not possible dont even think about streaming.
opinion on cpu - intel hands down amd reproduces the same cpu for the last 5 years just with higher clockspeeds, yes they are cheap and if all you want is have pc which can game and nothing else (streaming) then go ahead grab a fx 8320 but if you actually care about the whole package then buy either intel xeon e3 or an i7 if you want to even an i5 while using qsv would be a really good choice

You need a new motherboard. Buy an intel i7 CPU for best streaming capabilities.
I run this setup in a dell OptiPlex 960 but 8 gb of ram, I can run at 3k, 720p60 using an el gato hd for console, and half that for ultra street fighter IV on steam. I unfortunately don't do PC streaming too often but I can try running something like what you are doing and come up with some ok settings.
Which Gt 730 are you running? the 2gb ddr5 or 1gb ddr3?

You did not specify which i5.
i5s and FX-8320 CPUs cannot be used in the same PC.
Your ability to stream depends on your upload and the game being streamed and the PC you are streaming from.
I cannot just "give you settings".

Intel Core i5 4460 3.2GHz or
Procesor AMD FX-6300 3.5GHz or
Procesor AMD FX-8350 4.0GHz and i have Nvidia Gt 730 with 1 cooler and 2 gb 128 , 8 gb of ram kingston , And 200 mps and 10 mbs uploud can you give me some Settings for obs approx?
Memory of ram and Gpu is ddr3

If you upgrade your CPU to a Q9650 or better you might be able to pull 720@30 encoding, but you really just need to upgrade everything TBH.
That PC is on its last leg if you are looking to game and stream/record
