Question / Help OBS Settings not Saving?

So in Settings > Output > Output Mode: Advanced > Recording, My Target Bitrate won't save. It allows me to change the number and go to other tabs within the settings, but as soon as I close the settings, they switch back to the value they were at before. For example, I have tried to move the Target Bitrate from 10,000 to 5,000, but as soon as I close the settings window and open it again, it reverts back to 10,000. So I was wondering if this is some kind of bug or if I am just not allowed to use these settings because of other parameters. This also happens with Keyframe Interval.

What version of OBS Studio for Windows are you running?

Use the current version of OBS Studio.
 
The release that come out on August 10th, 2017. I have checked it for updates. I suppose I'll try re-installing it with the 8/13/17 release.
