I am a YouTuber with 14k Subscribers and i really need your help :)

CPU: Intel Core i5-3350P @ 3.10GHz
GPU: Placa video MSI Radeon R9 270 Gaming Twin Frozr IV OC 2GB DDR5 256-bit
RAM: Corsair Value Select 8GB DDR3 1600MHz CL11 and Corsair Value Select 4GB DDR3 1600MHz CL11
HDD: 1 TERA
MOTHERBOARD: GA-B75M-HD3
Monitor Resolution: 1920x1080

Please give me better settings for recording and livestream. (with photo if you can, or just write)
The Game who i am playing is Counter Strike Global Offensive

Ok, thanks for recording settings.
But I make stream on YouTube and I have 44.51 Mbps Upload Speed.
I can put 3500kbps ? And I can leave Enable ''Custom x264 Encoder Settings'' with crf=X or disable this ?
Twich and YouTube is the same think?

Twitch and YouTube are very different. YouTube has much more lenient requirements; if you're streaming to YT you should be fine at 6mbps or even 10. Your CPU is still too slow for 1080p, though 720p@60fps might be workable. Try it and see; most i5s run out of gas after 720p@30fps though, need an i7 (and a REAL one, not the fake 2-core laptop model nonsense) to really go higher end.
