Question / Help Obs Settings HELP

I am streaming on my ps3 using the latest version of OBS and Elgato Game Capture HD. I stream in 720p 30fps. While my stream looks pretty good, I am still working out some very annoying kinks that I can't seem to fix.

Firstly, It seems like the stream isn't full 720p. It's not terrible, but not quite there. This worries me as I might start streaming in 1080p when I buy a ps4 later this year. This isn't a huge issue, but an issue nonetheless.

My biggest issue is the fact that my stream is choppy. No matter what I do, I simply cannot fix it. I have tried encoding at 2000, 2500, and 3000. They honestly all look the same. Same quality, same amount of choppiness. I am playing FPS game "Destiny", if that helps at all.

Internet upload speed: 6145 kbps
Computer specs: Intel(R) Core(TM) i5-3210M CPU @ 2.50GHz 2.50 GHz
8 GB RAM
64-bit
Graphics Card: Intel(R) HD Graphics 4000 (does this need to be updated?)

Obs Settings:
x264
Use CBR Enabled
CBR Padding Enabled
Max Bitrate (Tried 2000, 2500, 3000)
Buffer Size always same as Bitrate
Audio AAC 128 bitrate 48 kHz Stereo
Minimize Network impact disabled
Video adapter Intel(R) HD Graphics 4000
1280x720, no downscale 30fps
CPU preset "veryfast"
encoding profile "main"
Use CFR enabled

Try 2500 or 3000 Bitrate (2500 has more compatibility for viewer, but 3000 looks better) and try to use a better cpu preset if your cpu can handle this. the cpu preset veryfast dont really looks good with that bitrate. with medium your stream would look a lot better if your cpu can handle it.
