Post a logfile. There's a sticky at the top of the forum explaining how to do so. If it's pixellating, you likely are trying to run at too high of a resolution for the bandwidth you have available.

If your problem is that LoL is pixelating too much for your liking, then either raise your bit rate (if you can) or downscale your resolution more.

1) STOP using Monitor Capture. It's the WORST option under Win7 and should be used as a last-resort ONLY.
Instead, turn Aero ON and use a Window capture for the out-of-game PVP.net client, and a Game Capture for the in-game exectuable.

2) Downscale. 1200kbps isn't even enough for a decent quality 720p@30 stream (it'll pixellate even at that), and you're trying to hit 864p@60. That's WAY too high.
I'd also recommend running a 6MB test at http://testmy.net/upload to get an idea of what you actually have for constant throughput (speedtest.net is worthless for livestreamers).

3) Turn on CBR, and set your keyframe interval to 2 (looks like you've done the latter for this already). This is necessary to comply with Twitch's new standardization requirements.

Short version:
Set your downscale to 600p. Set your framerate to 30fps. Bitrate to 1500 (assuming your connection can handle that, in addition to the game's network throughput and audio). 2000kbps would be better (still at 600p).
Bear in mind that LoL has a LOT of full-screen motion, which needs a higher bitrate to display without blocking.

May not have been using a server near to the ingest to which you are streaming, for that test.
In any case, as your log says that you are not dropping frames at 1500kbps, set it to that and run a downscale at 720p@30fps or lower.
