Question / Help OBS Settings for PC build?

Here my specs. Tell me what I can get away with. I'm looking for a good balance between quality and performance. I'd rather get performance over quality though

Internet :
40mb Down
10 mb Up

PC:
Motherboard: MSI 970A-G43
CPU : AMD FX-4300 4 core (over clocked) 4.00 ghz.
GPU: Nvidia GeForce 970 EVGA Build
RAM: 16 GB (2×4 + 1×8)
HDD: 4TB + 1TB (two different hdds)

Sorry if this is the wrong thread.

so is your cpu :/

since you dont want to suffer from performance reduction.

yet you could try 720p30@veryfast 1500-2500bitrate

bitrate doesnt really change anyway since there is a sort of recommendet limited for unpartnered streamers, else you would cut off viewers due to buffering. and 720p30 is just a baseline where you can get away with a lower bitrate.
