Question / Help Obs Settings for no lag

Okay so I have watched video after video on setting up my obs settings and my twitch is 2-3 seconds behind my obs. And I have an upload speed of 12 but I can’t seem to get my obs settings just right help would be greatly appreciated. Thank you.

Oh okay so my twitch can be a few seconds behind my obs but my viewers won’t notice a difference and I should be good to stream?

Okay so I have watched video after video on setting up my obs settings and my twitch is 2-3 seconds behind my obs.

2-3 seconds is pretty good. It used to be 30 seconds to 2 minutes delay. It won't ever be instant; livestreaming isn't a single-person-to-single-person video call.
Also, please be careful about 'best settings guides'. 99.999% of them are full of bad or even harmful information.

is 30-45 second normal and if not how can I reduce it? I am streaming from a laptop any tips?
