Question / Help OBS settings for my PC?

I want to start streaming and finally got capable hardware,i play CSGO and i use 144Hz,i know the basic settings but just got question for one or two things

Mobo - ASRock B150A-X1
CPU - Intel Core i7-6700 3400/4000 (non k version)
RAM - Kingston 8GB DDR4 2133MHz
GPU - MSI GTX 960 OC 2GB
Mic - Logitech G35 headset
Internet - 100/100

Im playing on 1024x768,i stream in 60 fps,use 1920x1080 in OBS and then downscale to 1280x720.

Now my question is which bitrate should i use? 3000,3500,2800?

And should i change the CPU preset at all if i am not using 2 computers to stream?

Which audio codec is better,MP3 or AAC? Is 128 bitrate overkill for AAC?

If you're playing at 1024x768, then you should set that as your base resolution in OBS. Unless you're using the extra space for other stuff and gaming in a window inside that.

2000 bitrate is actually most often recommended for 1280x720 or 1024x768 video. If you go above that, then its more likely that your viewers will complain that your stream is buffering.

Use AAC audio. MP3 audio has problems should you ever record your stream to disk and want to edit it later. 128kbit is fine.
