Question / Help OBS settings for Low End PC

Hello, anyone. I have a gaming laptop from 2016, and I can't stream on him, because the stream has lag from OBS settings.
Can anyone help me with some settings?
Components:
i7 6700hq
GTX 960m 4gb
16 gb ram
The bitrate what I have on OBS is 10.000 kbps.
I want to make stream at 720p60.

First, update Windows. Your version has a broken feature that will likely degrade OBS performance.

You can't game capture Chrome. You also won't be able to window capture it unless you turn off hardware acceleration in Chrome's settings.

For information about lag or stuttering you need to upload a log that includes a complete output session (started, observed issue, stopped, then upload log). This log is just application startup and shutdown

720p that doesn't stutter is higher quality than 1080p that does.

Still, you might be able to do 1080p30 if you switch to the NVENC encoder. Worth a try, but you still need to do something about the rendering lag. Updating Windows to fix the broken Game Mode might help; not sure if that is enough.
