Now, I am looking for some nice OBS settings without losing any FPS in CS:GO with decent quality. I don't want to feel like losing FPS atm. I play at 1024x768 stretched resolution if it matters and I get 150-270 fps without streaming. If monitor matters, I use a BenQ XL2411Z at 144HZ.

You will always lose framerate while streaming, unless you use a classic-style 2 PC setup. Video encoding is a VERY computationally-heavy task, and is going to impinge on resources normally used by the game.

Also, speedtest.net is useless for livestreamers, as it tests a different type of connection than streaming uses (single-file computed average transfer over time, discarding the slowest 30% of responses, while livestreaming relies on minimum constant throughput).
