OBS Server / PC requirements

I am lookin for the Setup for a basic OBS streaming server PC

Dedicated Streaming PC to publish HD mp4 1920x1080 videos. Eventually downscaled to 1280x720 with OBS for streaming
OBS should run smoothly and video data is read from a second HDD. All managed via distance remote (teamviewer or similar)

the PC does not do any other task or gaming or anything else. I tried with an older setup (intel i3 with 4MB ram from 2012) but was not powerful enough

Question
Is an actual intel i5 with 16GB powerful enough for the required task ?
and can I use the HDD or is a SDD better for reading the videos or I better choose a M2 storage

Before I upgraded I was streaming IRL at 720p on a Phenom X4 3.3Ghz B60, 8Gb Ram and encoding on a Radeon 270X with no issues This PC also ran VLC for background music and my chatbot (Phantombot) while streaming

A i5-3000 series should be fine

It sounds like ffmpeg might be better suited for your needs if all you want to do is publish pre-recorded videos.
