Question / Help OBS Scaling issue

I dont understand this. The other day everything was set up and working fine and the next day everything changed. I have my PC hooked up to my 55 inch tv and i set it so the OBS was set at 4096x2160 (like all my game res is set to) but spit it out to the stream at 2048x1080. The image was good for a non partner steamer. I even streamed once on Twitch to my channel at SgtShamm and it looked ok. After watching it I messed around with the OBS settings a little to get the picture looking a little bit better before going to bed. Now I am awake and about ready to try and stream again but all the dimensions have changed. The game capture box is stretched to the canvas edges but now there is a black blank space on the left and right. I recorded some test footage and it seems that it is also places a blank black bar on the top and bottom as well even though the game capture box is covering the canvas and showing blank space to the left and right. I clicked the "Resize output" so that it would go back to the 4096x2160 size like I have done before but now it is snapping to 1536x864. What the hell?!?!? It's almost like my screen resolution setting for my PC is not talking to the OBS program. Like OBS is being a big bitch and saying to my PC "NO I'm not listening to you! I know you are this size but I am going to do what I want!". Does anyone have any ideas?
