OBS SAYS ITS NOT DROPPING FRAMES BUT THE VIDEO IS 45 TO 50 FPS

i was trying to record on my new laptop (rtx 3070 i7 11800h) and it was "working fine" but the video that was output wasnt 60 fps despite obs saying it is. here is the log for the video-

That depends on the device? Are you sure it is actually capable to output 60fps?

well its not my webcam im worried about its my desktop it says no dropped frames but it looks like 50 fps instead of 60. i think something might be wrong with the display capture.
