OBS says everything is fine, but stream lags for viewers

Alright, my friend's streams have been lagging in a very odd way. It's like it stops, then continues, then buffers, then catches up with the delay. OBS says the bitrate is fine and it does not show any encoding errors OR fps drops even. Now something very weird is that this happened while using ethernet right? So after trying many things assuming it had to do with his computer, for some reason we decided to try and stream on WIFI... AND SOMEHOW THIS FIXED IT, until the next day when he decided to stream.... So now he has the same issue on both ethernet and wifi. Also, the audio kinda stutters/hitches.

I don't know if this is relevant but when we play GTA it's like he constantly teleports for other people but on his screen everything is fine. (This was also fixed when he used WIFI)

Yes, we ran OBS as admin.
Yes, we tried streaming on a lower resolution.
Yes, we tried to lower the bitrate.
Yes, we tried gpu encoder instead of cpu.
Yes, we tried 30 fps instead of 60
Yes, we tried setting all his monitors to the same refresh rate.

And maybe I searched for the wrong things but I couldn't find a post/thread on this.

Turn off GameDVR
Make sure your video capture sources are all set to 30 FPS or multiples of There is 59.97FPS for a video capture device and 25 FPS for a webcam while streaming at 60 FPS It just makes the encoder work extra hard and likely incurs frame lag
Other than OBS what else is running

Other than OBS what else is running

We disabled all game DVR settings, enabled dynamic bitrate and network optimizations, disabled all camera sources (which fixed the audio glitching out partially)

However, the stream is still buffering video-wise

What do you have for storage Also, save your recording to another physical drive Your C: Drive is busy with accessing Windows files, OBS and other files brought into OBS It's good to know the Read and Write speeds of your drives If your bitrate is higher than the drive speed that will cause issues

I'm not gonna lie I feel like the issue is internet wise for the reason being that video streaming on discord is also very blurry and bad. And the fact that when we accidentally fixed it with wifi it also fixed the discord quality
