OBS saving recordings twice

I have my recording save folder set to D: drive.

Whenever I record my display or a game, it saves one file at the quality I set it to to the D: Drive, but also seems to losslessly save it to my C:\Users\Videos drive.

And when I click stop recording, it correctly stops the video saved to D: Drive, but doesn't stop recording the file to the C: drive, until I close the source.

For example, if I'm recording a display capture of MPV player (just display, no source window set specifically), the video saved to C: drive doesn't stop until I close MPV player.

Or when I'm recording Genshin Impact, the C: drive video doesn't stop recording until I close Genshin Impact.. The reason I say "losslessly" is because the videos saved to C: drive go into 100s of GBs until I realize my PC is lagging hard.

It happens almost all the time in Genshin (not every time), and happens sometimes in Display Capture (but only when I use MPV player).

What I've tried:
Re-installed multiple times.

Changed Recording save folder to different paths multiple times.

Automatic Remuxing of Recordings set to off.

The log file I've attached is the time it did the recording save twice.

Disable Game DVR in Windows

C:\Users\Videos drive - I've had it disabled since day 1 but I checked & this appears to be the default file path for it.
