Question / Help OBS Refuses to go from bad quality to good quality

Yeah what the title says, I'll post what I'm talking about and my current output settings. Any help is appreciated.

Not sure what you are expecting with those settings, because those are awful settings.
Use the recording presets in simple output mode.

And Update your OBS, you are on an out of date version that won't prompt you to update itself.
