Question / Help OBS Recordings very Choppy, but no Lag in game

I don't know what settings I should be using. I have tested out all the different settings by messing with in game and on the obs settings.

My specs:

I7-8700k
RTX-2070
32 DDR4 3000

Also to note, I am not trying to stream rather just record (@1080/60fps)
