OBS recording has artifacts/pixelation when there's movement

I'm not normally one to post on forums for help, in fact I just made this account lol. I always stick to looking at old forums for a solution to the issue I'm having. But this time I couldn't find anyone with the same problem as me, and none of the fixes for problems similar to mine were working either. So I decided to finally just ask for help.

So, I've been trying to set up my OBS for recording on my PS4, through my Elgato HD60, but whenever I do I get these what I THINK are called (idk if this is the right term) artifacts? artifacting? Idk I've seen it described many different ways, and from what I've seen that's what it looks like to me but I could be wrong lol, I'll leave examples of what I'm dealing with.

This ones been rendered in my editor, so keep that in mind. It seemed to exaggerate the pixelation from the artifacts as well, which isn't good for when I edit these videos in the long run either.

So, whenever there's a fast movement in a game, like turning or running, there are some artifacts/pixelation that show up and the second I stop moving they go away and my video looks clear again. I first noticed it when I was recording Black Ops 3, it really stands out when you pause the video while I'm in motion/turning, but you can still see it looking fuzzy in some places even when I'm just walking. And when I move then stop, I can see it take the time to adjust and load the pixels properly again.

When I record my PC and not my PS4, it works just fine, no artifacts or pixelations. Which leads me to believe maybe its mostly the Elgato? I've managed to KIND OF fix how it looks on the Elgato Game Capture software, it has less artifacts/pixelation, but OBS still has it when I'm recording my PS4 with my Elgato on OBS. So maybe its the combination of the two? I dunno I'm out of ideas... this was my last idea, to just... ask for help lol. So please if you have ANY ideas AT ALL, feel free to tell me cause I've got nothing lol.

I had the Quality bar at Good for recordings on the game capture software, for the low file sizes. But I set it to Best for when I record with OBS. But I don't think that even affects OBS lol I just wanted to be cautious.

OH and I recently set up a second monitor that has a different resolution than my main monitor. My main monitors resolution is 1920x1080, my second monitors is 1366x768. But when OBS is open on either one, it still has the artifacts, so idk if the dual monitors messes with it, but incase it does I wanted to mention it lol

If any of this is spelled wrong or I'm missing a spec or something I'm sorry, I've never shared my specs before or made a forum post before lol. But as you can see from my LONG lists of explanations... this has been bugging me and I'm desperate for help lol.

Update: Stayed up all night looking at old forums on how to fix blurriness when moving. Still haven't found something that fixes my problem. It seems like when there's movement, it drops down the fps/resolution/bitrate of my recordings to compensate when it didn't USED to do that like 2 months ago. So idk what I've changed to make it suddenly start dropping the resolution and having motion blur. I'm stumped, no settings I try and change fix it at all still. Even on the Elgato software, nothing makes it better...

Would be funny (at least for the rest of us) if we could generally look onto (access) your harddrive... =D

Ah sorry, I'll post an updated log file, but it seems to happen in every video clip I record on my Elgato so I thought the most recent log file would work. As for the E drive; I just got it recently actually, so that's also something that has changed I guess since this problem showed up. It's a Seagate BarraCuda 8TB internal drive and I'm running it with my old drive installed as well from my old computer, and it's 1TB, as well as an External drive that is also 1TB.

Windows D: is the internal hard drive from my OLD computer.
E is the new 8TB, and F is the External hard drive.

Also it has no recently started to lag/stutter in the preview window AND in the recordings slightly when there is movement as well. It does it worse when there's foliage and or bright lighting in games the pixelation of it gets worse, if there's no foliage or anything its just really more of a motion blur, that goes out of focus, and then focuses again when I stop moving.

Here's a log file from a 20 minute recording of me spinning and stopping in Minecraft on the PS4, using my Elgato HD60.

Go back to simple output mode and pick one of the presets, you should not be using CBR for recording. Use tools / auto configuration. Using x264 settings you like tune=animation is a terrible idea (Minecraft is the opposite of animation, which is designed for cartoons).

Turn psycho visual tuning off, and lower the cqp value to 18. Have a look if it gets better than.

Tried it, still looks the same as before.

I have tried using Simple mode, with Indistinguishable Quality, Mkv, and encoding with NVENC. Still has the exact same problem, I'll be it maybe SLIGHTLY less with up-close things, but stuff in the distance still does it:

As for x264 and CBR, I only used those cause every old forum post I saw about blur said "You need to up the bitrate, change the bitrate make it higher" So I tried that on both NVENC and x264 using CBR and upping the bitrate, CBR made no difference. And CQP is acting like I AM using CBR at a low bitrate? Which is why I'm confused cause CQP didn't have this problem a month ago. Aside from that instance where I tested CBR, I never use it, I stick with CQP. But I thought upping the bitrate a ton was suppose to do SOMETHING for pixelation and blur so I tried it. I also did test tune animation for the same reason, I looked at a lot of forum posts about stuff similar to my problem and THEIR fixes for it and tried them myself, one of which was setting tune to animation, (which also changed nothing and actually made it worse) so I tried it cause I couldn't find anything else that was helping me or anything even close to my issue.

A month before this, it looked just like it does when I'm standing still, even when I'm moving. I dunno what changed since then but my OBS or my Elgato or SOMETHINGS not havin' it lol.

Update: I think I have definitely figured out it's just the Elgato. Because It has the motion blur/grain in the preview on OBS AND in the Elgato recording software preview, and I've recorded some videos on my computer with OBS and there was no motion blur/grain happening so I think it's just simply the Elgato, but I still don't know how to fix it, or if I can fix it. I may just need to get a new Elgato, but my worry is what if it's a setting I have to change and I buy a new Elgato and the problem is still happening cause its a setting. Idk if anyone on here can help with this but I'll take it to an Elgato forum if not
