Question / Help OBS Recording framerate is severely lowered when OBS is not the Active Window

This is happening in standard OBS and OBS Studio.

Standard OBS Log file:

Not too sure why this has started happening recently. Also unsure if this is happening only with Overwatch when its being captured using OBS's Game Capture functionality as I don't have any other games on this machine that are intensive at the moment.

So, whenever I click over to Overwatch, the framerate on OBS on my other monitor goes down to the sub 20 range (game still runs at normal over 60 fps range), but whenever I Alt+Tab out and make OBS my active window (OBS and OBS Studio), it goes right up to 60 fps where I have it set. The game is still getting updated on the preview too, but at 60 fps. I guess this is happening because OBS is not being prioritized enough when it's no the active window. I just don't know why it started to do this when it hasn't before.

EDIT:
Also just found out that apparently it still runs at a decent framerate if I have Google Chrome or any other software set as my active window (it runs at around 54 fps when doing this). Only when I switch back to Overwatch does it dip back down to sub 20.

How are you using the Avermedia capture card when you're doing a game capture of Overwatch on the same PC?

I was using my Avermedia card at one point to see if it would have solved my problem, which it didn't. I didn't remove it from the scene, but I did disable it. I was just using game capture when I made that log. Removing it doesn't change anything anyway.

But I found a solution when tweeking around in the Overwatch settings... Sort of. Setting a framerate limit and/or turning on v-sync solves the framerate problem when recording Overwatch. It doesn't capture at full 60 fps unless I lower the resolution dramatically. I just find it weird still that it is capable of recording it just fine at 60 fps when OBS is the active window. I don't know what I can do to keep it that way but still play the game at the same time.
