Question / Help OBS randomly pegs upstream after 5+ min

At the title states, I have been having issues with the windows platform randomly spiking, and then pegging my upstream. My net adaptor shows peak upstream use yet resource monitor shows only whats support to be sent (in this case 3000 Kbps)

Even Task Manager sees my upload peak:

And I must note...this happens randomly when it wants to, nothing else is using my line and OBS plus the game are the only things running so there's no reason for this upstream pegging.
This result is after trying a modem and PC reboot.


I would use Multiplatform, but as of yet, its having issues capturing any OpenGL program (namely minecraft as of late) and issues with browser plugin filters.

I JUST discovered Twitch Bandwidth Test and it appears that the ONLY Ingest server having issues is the Chicago one (which I was using)
I've swapped to Dallas till its fixed (I have never seen my upstream from OBS so buttery smooth)
