OBS randomly 0kbps connection, can't Stop Stream ( button LAG )

So, i got this troublesome thing a week already.
obs suddently go 0 BITRATE connection. while there's NO promblem on my ISP.
no Dropped Frames. no lag scene.
this happend ALOT.

heres my Log and a Screenshot about the Start/Stop Streaming button Bugged when this happening
please help me about this.
i can't stream at all.
