Hi, i have considered streaming for awhile but my concern is my internet speed, i just wanted to ask a quick question regarding if its possible for me to stream with this speed, and if it is, what quality/fps am i looking at?

You could do maybe 720 30fps at best your upload is really low. If you set your bit rate to 800 or so then you shouldn't have too many issues with your your upload speed. I used to stream with 3mbps upload it was low quality but not the worst thing ever.
 
Do u know how to setup these settings you mentioned on OBS? I'm quite new to this.

It's under the settings. In output you could set the video bitrate to 800 and then in video you could downscale it to 720p and set it to 30fps
