Question / Help OBS Problems after Creators Update (Not AVast related)

For the past year I have been streaming without any issues on my current settings inside OBS but as of Monday 5/8/2017 it's not working at all like it used to for me. At first I tried to trouble shoot and try other streaming services IE: beam, Youtube Gaming, Periscope etc to see if the problem persisted and it did so I know this isn't isolated to server ingest issues. I also tried multiple PC's on the same settings to these various streaming sites and the problem still persisted. I contacted my ISP because now I was under the impression I was being throttled. Many trace routes later and long ping tests later I concluded all is well connection wise.

I now decided to try other streaming services and see if the problem still continued and what I found definitely surprised me. In the span of streaming with xsplit for 4 hours I had 0 dropped frames. I also tried infiniscene/lightstream and the results were the same it worked perfectly with very minimal frame loss. But yet I hit start stream on OBS and within 1 minute i have lost over 1k frames.

I came across a thread with issues that sounded similar to mine but after 6 pages of that thread it came out that Avast was the issue. I do not ANY anti virus installed on my streaming PC outside of windows defender.

I have a 2 pc setup both received a random windows update on monday and both are experiencing the exact same issues within obs and both are working great using other streaming programs. For clarification this issue is NOT game dependent or anything like that as my focus is my streaming PC not my gaming PC. It seems something in this windows update mucked up something in / for OBS.

Radeon HD 7770
8GB Ram

Been streaming 720p30 at 6000kbps with no issues at all until monday inside OBS.

Any help here is greatly appreciated.
