Question / Help OBS PROBLEM HELP!

Hi, so I've been having a problem with OBS. When I play my game, everything is fine. I get no lag spikes or anything. But when I go to my stream on my phone to check out the quality, it literally looks like a slide show. The thing is though is that is shows that I'm not dropping any frames which is weird. Ive posted the same question everywhere and have gotten a lot of different answers but none of which help solved the issue i'm dealing with. Ive tried switching servers, lowering my FPS, lowering my resolution, changing from CBR to VBR, LITERALLY EVERYTHING! I just built my PC not to long ago thinking I wanted to stream with it. This is my Build.

CPU:Intel Core i5-6600K 3.5Hz Quad-Core Processor
CPU Cooler: CRYORIG H7 49.0 CFM CPU Cooler
Motherboard: MSI Z170-A PRO ATX LGA1151 Motherboard
Memory: Kingston HyperX Fury Black 8GB ( 2 x 4GB ) DDR4-2133 Memory
Storage: Crucial MX300 275GB 2.5" Solid State Drive And Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: MSI GeForce GTX 1060 6GB 6GB 6GT OC Video Card

Why didn't you just attach the logs themselves? Attached logs are far more useful than screenshots.
Plus the sticky thread for how to post a log gives instructions for HOW to post the log. And it doesn't tell you to do screenshots.
