Hello! So recently I have noticed a frame pacing issue, or at least that's what it appears to be. The issue is that in OBS when I set the 'FPS' drop down to 60 in the Video Capture Device settings; every now and then the stream, or recording (I don't do both at the same time) will become choppy for a few seconds then smooth out again. When I flip it from 60FPS to 'Highest FPS' in the drop down options I don't seem to see this issue. The trouble there is manually setting it to 60 seems to give slightly smoother play back until that weird stutter shows up. Anyone have any ideas? The encoder is NOT being overloaded, and I am not dropping frames according to OBS stats monitor.

I should also mention this is on a dedicated streaming PC (specs below) with my 1080p 144hz monitor mirrored to the card. In addition to that this issue seems to happen regardless if I use nVENC or x264. I am also running OBS as admin as well.
