Not 100% sure, but I think most the stuff for this is already set up, so would it be possible to have obs do this, since its much more resource efficient then skype or oovoo
No. The way OBS does video streaming is not suitable for live video chatting. Also, I would disagree that Skype is more resource-intensive than OBS in terms of video encoding.
