Question / Help OBS Output Lags?

Hi there,

I have been using OBS for quite some time now without a problem until I had to reinstall it due to having to reset the PC. After I installed it, the output for all my videos have lost 90% of the frames that they had originally. If I was playing a game at 100 frames per second, I would suddenly drop down to less than 10 fps. I have been going on a researching spree and looking for tutorials on how to fix the problem, and none of them seem to work.

I am currently using a CyberPower PC computer with all the drivers up to date, and the quality of every video I make is trash. I would really appriciate it if someone could help me on how to fix the FPS lag.

(PS: It's not just the frames, it's also the quality(sharpness))

LATEST LOG: https://gist.github.com/70bf4388c4964e4fdc3d6a0c95bf1c1d

Code:
13:46:08.348: CPU Name: AMD FX(tm)-4300 Quad-Core Processor

Code:
13:56:34.256: [x264 encoder: 'recording_h264'] preset: veryslow

Why in god's name would you set to veryslow preset on a weak CPU to begin with? Either leave it at veryfast (or superfast if CPU load is still too much) or use the AMD AMF encoder. Also, increase bitrate for better quality and change the FPS to 30 or 60 and not 67.

Can you help me?
I'm having similar issues with frame skipping even with my OBS closed
