OBS Output Grainy and significant motion blur, preview fine

Hi all, this is my first time here as typically OBS just runs smoothly and causes me no problems. Recently I have discovered a problem with OBS where the output video it generates is of terrible quality to the point of unwatcahble. Very grainy even with static pictures as you can see attached, but when motion is added it goes to a whole new level of bad. I have tried changing the encoding from software x256 to the hardware options that my Nvidia GFX card encourages. Neither option changes anything. I have trialed bitrates from 2500 to 10000. None change anything. I have tried different output formats, MP4, FLV, etc, none affect it.

I have tried multiple different video games, this problem presents on all games and is unique to OBS. I have confirmed that the problem is OBS unique because I have used other software such as Xsplit to record the same games side by side and the problem is not there. this is shown by the attached screenshots one of which is from OBS the other from.

What makes this particularly odd is that whilst recording with my dual monitors I can see the OBS preview on the left hand side and it looks absolutely perfect in terms of the source... It's only when I finish recording and go to view the output video that the quality has diminished drastically. Hopefully that information can prove helpful. I would greatly appreciate any assistance in resolving this that can be offered.

My GFX is a Nvidia GeForce RTX 3070. I have literally just updated my drivers today as part of trying to troubleshoot this issue and of course no luck.
