What settings in game and obs are the best for my rig?

Motherboard: ASUS M5A78L-M LX PLUS
Processor: AMD FX6300
RAM: ADATA 8GB DDR3 1333Mhz
VIDEO: AMD XFX HD Radeon 6870 1GB DDR5

I have Windows 10 PRO 64Bits but i'm using OBS 32Bits is there a problem with that?

I'm gonna stream CS:GO.

I'm gonna stream CS:GO.

No problem with 32bit, you would be best for 720@30fps 2500 bitrate, everything else should be twitch recommended settings. Make sure you do not use any launch options like -high or -threads with CS:GO.
