Can you do a few minutes' worth of recording/streaming (Doing what you would normally do in-game) then stop the recording/streaming session, then upload a current logfile please so I or someone else can further assist in troubleshooting...

In your logfile I noticed you have Windows DVR enabled, that may be a cause of the performance issue as even when you are not using it having it enabled in Windows settings it will always hook into the game process and commit resources (Similar to what OBS does when OBS is open, though more aggressively as it also buffers for replay recording)
For your Ryzen 1600 and 1050 ti setup, you should be able to stream using x264 encoder at:
veryfast preset
720p60fps
profile high
CBR bitrate of whatever your network can handle (Higher the better, though viewers may have trouble with buffering if set too high, what you set your CBR bitrate to is what they have to be able to download at)
tune profile is personal, I find animation helps for games like Battlefield 4, though film is also nice. This will add a little more load on your CPU though from testing I have found my Ryzen 1600 can handle it without issues, paired with a r9 290x 4GB.

Make sure to cap your fps to 60 (61-63 if you get screen tearing) to alleviate the load on your GPU so it can also handle the rendering of the frames when obs sends it to your GPU for output. It is better to limit your fps using MSI Afterburner or EVGA Precision, avoid V-Sync as it can induce input latency/lag.
You can also monitor your CPU, GPU etc via those programs (For MSI AB, the installer has Rive Tuner Statistics Server [RTSS] coupled with it, which is the overlay application) using their on-screen overlay functionality. Another great hardware monitoring program is HWiNFO64.
