You seem to have made a typo in the Settings->Video->output resolution input box: you set a horizontal resolution of 19200 instead of 1920, and OBS chokes on that.
Unfortunately, you have to fix this setting somewhat manually.
Start Windows Explorer and navigate to %appdata%\obs-studio\basic\profiles. Here you see a directory with your profile (or list of directories with your profiles) within OBS. Enter the directory with the profile that was active when you did the change (or just visit every directory).
Edit the file basic.in that is contained in the profile directory and find the entry with OutputCX=19200. Change the 19200 to 1920. Then save and exit and you should be able to start OBS.
