Question / Help OBS not recording 60FPS for certain games.

So I have tried to record different games in 60 fps, and the only game that i can do this with is Minecraft. Overwatch and Cod BlackOps 3 won't record at a constant 60fps. Is it because I have two different refresh rate monitors? (one at 144Hz and the other at 60Hz).
***the recording is being recorded at 1920x1080
