OBS not recognizing UVC camera in devices

I've been trying to find a solution to my issue. I'm trying to help my mother set up her laptop to use the integrated camera and a second digital camera as an overhead looking down cam. When adding a video capture device, OBS always recognizes the integrated camera no issue. However, getting OBS to recognize the digital camera, which shows up as UVC Camera, isn't showing in the device options under properties.

I know it's showing in device manager, I know it works in the camera settings in windows. Addtionally, we can get it to workin other apps such as zoom. However, for OBS, it will not show the second camera.

We've restarted the laptop, OBS is as admin, made sure other apps aren't open, the usual troubleshooting stuff. We've uninstalled and reinsatlled OBS. Made sure the drivers are updated, and OBS....

It's apparent that it's an OBS not recognizing the camera as a source. I cannot figure out why it won't work. We did have it working a couple of days ago, and she had the cameras working with her scene, but then it stopped. Initially, this issue happened, and the UVC camera didn't come up then randomly, it started working, then stopped working. Again, I've checked the windows camera privacy settings, and the camera is working in other apps. I'm not sure if I'm missing a setting in OBS that doesn't allow it to recognize the camera. After spending an hour on this I thought I would share my solution. Note that I am running OBS 32.0.1 on Windows 11. I hope this helps you.

Couple things to check:

1. Make sure that "Let desktop apps access your camera" is enabled in Windows Settings > Privacy & Security > Camera. I noticed that this was "off" for me -- perhaps from a recent Windows update. (Would be nice if OBS was in the "Let apps access your camera" list...but it's not.

You can also use this settings page to see what devices might be using your camera. If another app is using the camera, OBS may not be able to use it at the same time.

2. After checking #1, if you were messing with unplugging and plugging USB devices, they may have been assigned a new device ID. So, you may need to re-add them to OBS -- I had one device that I had to remove and re-add and then it worked.
