OBS not getting footage from capture card

OBS cannot detect any footage from the capture card, it's not a black screen, it's just nothing. But when I restart my PC and open up OBS it will detect ONE FRAME from the capture card and only display that one frame, if I try remaking a source or reactivating the source the footage will be gone.

Before you ask here are the things I already tried and did:
USB 3.0 check
Device detected by Window check
Device detected by OBS check
Video Capture Source Activated check
Restarting system tried
Re-plugging everything tried
Re-register capture card tried

It has something to do with the camera privacy setting, every time I reset the camera privacy setting it wont show anything

Now that you fixed all the isuues and aplied the recommendations found on the analizer, please do a new test and post the log file like before. Remember to restart OBS before performing the test. And just one attemp.
