OBS not consistently connecting to camera on first try

We have three cameras with each connected to AverMedia Mini Capture Cards which in turn connect to our live streaming computer. Each is set up in OBS as a video capture device using the appropriate AverMedia Mini Capture Cards as the input device. A few months ago, our Panasonic camera intermittently would not show any output in any of the scenes in which it was used. If we recycle OBS, it typically would then show up after one or more recycles of OBS. If recycling OBS a number of tries does not work, we would recycle windows. In may show up in OBS on the first try or after a few more recycling of OBS. Due to only having 3 USB ports we are using two USB hubs as described in Setup below. It was working consistently with these hubs but then a few months ago we started getting the situation describe above. We are currently running 29.1.1. We did delete the Video Capture Source for the Panasonic Camera and re-added with the same results. We normally turn on the cameras first, then turn on the computer and OBS. Turning the cameras on after the computer and OBS still has the same issue. It was awhile back when this started happening. We were probably on 27.x or 28.x. I don’t recall it happening right after we did an OBS or Windows update but it could have.

Equipment Setup

USB Hub 3.1 connects to computer USB 3.1 port
Panasonic Video Camera connects to AverMedia Mini Capture Card which connects to USB Hub 3.1

USB Hub 2.0 connects to computer USB 2.0 port
Soundboard connects to Scarlet Solo Audio Interface which connects to USB Hub 2.0
Wireless mouse connects to USB Hub 2.0
