OBS not capturing anything

So whenever I try to capture anything it just comes up with a black screen. the cursor shows but nothing else. ive tried with both game capture and display capture and both have the same result. ive tried uninstalling and reinstalling, ive made sure its running on the right gpu, its running as administrator. what can I do to solve this issue?

Hmmmm maybe uninstall and then reinstall I've tried that before.
