OBS not actually reaching 60 FPS on display capture + screen tearing

So I'm not sure if these problems are related or anything but I was asking around friends about this since I thought they might be able to help and since no one was able to give me an answer I decided I might as well post something here.

So for some reason whenever I record stream (and also in the preview) I always encounter 2 things that really annoy me and I don't know why they happen.
First of all my recording on my display capture isn't actually 60 FPS I'm pretty sure, even when set to 60 FPS, and when the display capture is set to 60 FPS it takes a while but after a day or 2 I start to get screen tearing and I don't know why.

I'm really dumb and don't know about this so if anyone could help me and say it in simple terms that would be appreciated, thanks!

Also it might be important to know I don't have a fancy capture card or anything, but whenever I send the output to discord it looks really smooth and it has no screen tearing, so it's even more confusing to me as to why this happens specifically in OBS

here's the actual log file, although I'm not sure were I need to upload, I saw a previous forum post that mentioned that some sites weren't accepted for this, and OBS won't let me upload a previous log file now
