Beware
- Ultra low power (U in CPU name) 6-generation old laptop (subject to thermal thottling)
- low RAM
- using WiFi (just asking for trouble)
- obvious network connection issue... using a VPN or ??

Any further help would require you to be more verbose in what happens when you try to stream to Facebook
My old laptop i7-6500u has no problem streaming 720p30 to Twitch Though it's running FreeBSD and 2-3 webcams
