If you are referring to the red box that's so you can click and drag on them lines to resize, move the item inside the box. If you want to lock the item in place then click the padlock next to the item in the source list.

Salute!! to the VETs!!!... Im from Military town Ft. Bragg.
now concerning my post, I am actually referring to the fact that the screen on the left is not showing the white box of the screen on the right, my cursor was moving on the left but the screen on the left wasn't showing what I was doing on the right. I hope that clarifies. So basically why is that not displaying on the left all the way that which is on the right?

Adobe (and many similar graphical design products) use layered windows for their interfaces, which cannot be captured properly using a Game or Window capture. You need to use a Display Capture instead, unfortunately, and crop it down (hold ALT when clicking and dragging a corner or side handle in the OBS preview window).

@FerretBomb this, of course, would be connected to an actual display monitor correct? I do have one, was just trying this out & setting things up. I appreciate your advice.

You add the Display Capture source to your scene, then select one of your attached monitors/displays to capture, yes.
It'll capture the entire desktop shown on that display (so be careful what you show there! very easy to flash personal information accidentally), and is less-performant than the other capture methods so should be avoided when possible. Unfortunately, in that program's case it is necessary.
